The Enhanced Registration Framework (ERF), as set out under the Private Education Act and the Private Education. ENHANCED REGISTRATION FRAMEWORK (ERF) Regulations, spells out the mandatory registration requirements and legislative obligations which all PEIs, operating in and from Singapore, must meet.

It is administered by the CPE, which is the sectoral regulator overseeing the private education sector, as established under the Private Education Act.


The ERF aims to enhance the overall quality of PEIs in Singapore and ensure that they are of a certain acceptable standard in order to protect the interests of students. The ERF examines a PEI based on the following aspects:


  • Corporate Governance
  • Quality of Provisions
  • Information Transparency

Training Vision Institute is currently registered under the ERF with a validity period from 8 Nov 2020 to 7 Nov 2024.


EDUTRUST CERTIFICATION SCHEME

The EduTrust Certification Scheme is a voluntary scheme administered by the CPE for PEIs in Singapore. It replaces the CaseTrust for Education scheme administered by the Consumers Association of Singapore (CASE).


The scheme provides a means for better PEIs to differentiate themselves as having achieved higher standards in key areas of management and provision of educational services. The scheme allows PEIs to enrol international students.


Training Vision Institute has been awarded 4 Years EduTrust certification as of 21 March 2025.


FEE PROTECTION SCHEME (FPS)

The Fee Protection Scheme (FPS) serves to protect students’ fees in the event a private education institution is unable to continue operating due to insolvency, and/or regulatory closure. The Fee Protection Scheme also protects students if the private education institution fails to pay penalties or return fees to the students arising from a judgment made against it by the Singapore courts.


All EduTrust-certified private education institutions (PEI) are required to adopt a Fee Protection Scheme (FPS) to protect all fees paid by ALL students for the course(s) required to be under FPS unless otherwise waived by the Committee for Private Education. Training Vision Institute- Higher Education has put in place a Fee Protection Scheme (the “FPS”) as stipulated by the Council for Private Education (CPE) by way of an Insurance facility with Lonpac Insurance Bhd.

MEDICAL INSURANCE COVERAGE


All full-time Students registering for a new programme must purchase medical insurance for a minimum period of a year and shall renew the medical insurance if the program duration is more than one year. The following students can choose to opt out of the medical insurance scheme if they can show that they are already covered by their own medical insurance:


  • Singapore citizens, permanent residents and international students not on the Student's Pass, and
  • Students under corporate sponsorship/agreement signed between the PEI and sponsor organisation.


Medical insurance is not applicable to part-time students and students taking courses with a duration of not more than one month or 50 hours. All Students, unless exempted, must have medical insurance coverage for hospitalisation and related medical treatment for the entire program duration.

  • The minimum features/coverage for medical insurance (may be group or individual):
  • annual limit not less than S$20,000 per Student;
  • at least B2 ward (in government and restructured hospitals); and
  • 24 hours coverage in Singapore and overseas (if Learner is involved in school-related activities).


Students will be given an original copy of the medical insurance policy stating clearly the policy’s terms and conditions, the claim procedure, any exclusion, etc. Students who are Singaporeans or Permanent Residents with existing medical insurance coverage (with an annual limit not less than S$20,000), may opt-out of this scheme and must produce their medical insurance policy for verification by the Institute. If a Singaporean and Permanent Resident Student wish to opt-in for medical insurance, their Insurance Premium will be subjected to underwriting by the Insurance Provider.


The fee payable for the entire duration of the program will be indicated in the fee schedule of the Student Contract. The insurance shall be purchased yearly and the premium shall be borne by the Student. Medical Insurance is not required for students taking courses which are not more than 50 hours.



STANDARD PEI - STUDENT CONTRACT


The Standard PEI - Student Contract is a legal binding contract between Training Vision Institute-Higher Education and its students for all registered programmes with ERF. All students are required to sign the Standard PEI - Student Contract upon enrolment before making any course fees payment.
